The Federal System, has been published exclusively in WESTLAW (1991 WL 330765). This web site is based on my experience as a defense attorney in the Army
Judge Advocate General's Corps, and as a prosecutor in the Criminal Section, Tax Division,
United States Department of Justice. It summarizes and updates references to diminished
capacity in the book and articles I have written, which are referred to throughout this
study. It is my intention to periodically revise this web site and keep it up to date.
